Kamloops Tax & Development Incentives

The City of Kamloops has 3 Tax & Development Incentives, the Downtown Revitalization Program, the North Shore Development Program and the Heritage Resources Program.  The primary objectves for these incentives are to:

  • Strengthen the viability of existing businesses,
  • Stimulate and encourage new private investment.
  • Encourage higher density rental residential development,
  • Improve the image and attractiveness of the tax revitalization area, and
  • Better utilize city infrastructure.  

 

Downtown Revitalization Program

The Downtown Revitalization Tax Exemption program is a tax incentive bylaw to encourage revitalization and new development in the Kamloops downtown City Centre.

Requirements

For projects involving new construction:

  • The project must:
    • include 50% rental residential floor area; or
    • be a hotel/motel construction; or
    • be a parking structure that includes public parking (only area of public parking will be eligible for exemption);
  • The use must comply with the current zoning by-law, KAMPLAN; and
  • Verification that all municipal taxes, utilities, rates, and charges are paid.

For projects involving alteration of exterior buildings:

  • A minimum construction value of $100,000 or 30% of the previous year's assessed value; Beautiful Downtown Kamloops
  • The proposed improvement adds value to the public realm;
  • The use must comply with the current zoning by-law, KAMPLAN; and
  • Verification that all municipal taxes, utilities, rates, and charges are paid.

Adding value to the public realm means that the project must contribute aesthetically, at minimum, to the streetscape.  Work that would be assessed as contributing to the public realm includes, but is not limited to:

  • New building facade;
  • Public art;
  • Public open space (courtyards, plaza, gardens);
  • Public street furniture;
  • Public recreational amenities; and
  • The addition of awnings or canopies above public pedestrian walkways.
